The Delray Beach Community Redevelopment Agency (CRA) hereby requests proposals from interested parties for the lease or purchase and redevelopment of property owned by the Delray Beach CRA. The entire redevelopment site is located downtown within the East Atlantic Avenue Central Business District area. The site is approximately 170 feet south of E. Atlantic Avenue and is bordered by S.E. 4th Avenue to the west and S.E. 5th Avenue to the east. There redevelopment site for which proposals are being solicited (see attached maps) includes Lots 7, 8, 9 and the north 20 ft of Lot 10; as well as Lots 14, 15, and 16 (previously owned by the City of Delray Beach); and Lots 17 and 18 (land previously owned by the City with a building still currently occupied by the Chamber of Commerce), for a total of 1.57 acres. The CRA is seeking proposals that will ensure contiguous redevelopment of the site for one or more purposes. Proposers are required to submit one (1) unbound printed original and ten (10) copies, along with an electronic version (PDF) of the full response, sealed and marked on the outside of the package “2013 RFP - Delray Core Business District - Fourth & Fifth Avenues”, delivered to the City of Delray Beach Purchasing Division in City Hall, 100 NW 1st Avenue, Delray Beach, FL 33444 on or before 2:00 pm on June 21, 2013. Pre-Bid MeetingA pre-submittal meeting will be held at 10:00 am, March 13, 2013, at Delray Beach City Hall, First Floor Conference Room, located at 100 NW 1st Avenue, Delray Beach, FL 33444. Attendance is on a voluntary basis, however, PLEASE NOTE that this meeting will provide the only opportunity for applicants to directly address CRA staff regarding the RFP. Oral explanations, information and instructions shall not be considered binding on the CRA. All prospective proposers are encouraged to independently verify the accuracy of any information provided. Neither the CRA nor any of its agents or employees shall be responsible for the accuracy of any oral information provided to any proposer. No Lobbying/Contact PermittedAs to any matter relating to this RFP, any Proposer, team member, or anyone representing a Proposer is advised that they are prohibited from contacting or lobbying the CRA Chair, any CRA Commissioner, CRA staff, or any other person working on behalf of the CRA on any matter related to or involved with this RFP. For purposes of clarification, a team’s representatives shall include, but not be limited to, the Proposer’s employees, partners, attorneys, officers, directors, consultants, lobbyists, or any actual or potential subcontractor or consultant of the Proposer and the Proposer’s team. All oral or written inquiries are to be directed to the Procurement Official. Any violation of this condition may result in rejection and/or disqualification of the Proposer. This “No-Lobbying Provision” is in effect from the date of publication of the RFP and shall terminate at the time the CRA selects a proposal, rejects all proposals, or otherwise takes action which ends the solicitation process.
