The Seacrest Duplex Conversion Program is intended to reduce housing density and promote home ownership in the Seacrest neighborhood by encouraging the conversion of duplexes to single-family, owner-occupied residences. The CRA offers a cash incentive in the amount of ten thousand dollars ($10,000) to assist in the conversion costs. The program is available within the area bounded by NE 8th Street (George Bush Boulevard) to the south, NE 14th Street to the north, NE 2nd Avenue to the west and NE 3rd Avenue to the east. The program is set up to work with individuals/entities that intend to complete the conversion and occupy the unit themselves, or individuals/entities that intend to act as investors by completing the conversion and reselling the unit to an individual(s) who will become an owner-occupant.
Construction assistance for the cost of converting the duplex to a single-family residential property is limited to $10,000. These funds cannot to be used for the acquisition of the property and are secured by a five-year (5) forgivable 2nd mortgage.
